- competitors to a "super-dominant player" are likely to lose any incentive to innovate if interoperability is not ensured; in this scenario, even the dominant firm's incentives to innovate could be negatively affected: "This may warrant antitrust enforcement action, all the more if technologies that are essential for a next generation of innovation are involved"
